Tracking the Issues Shaping Global Energy Transitions

For over 16 years, the World Energy Council has captured the perspectives of energy leaders worldwide through the World Energy Issues Monitor, one of its flagship insights platforms for understanding the forces shaping global energy transitions.

Each year, the Issues Monitor brings together the views of policymakers, CEOs, industry experts, academics, and energy practitioners to assess the impact and uncertainty of the key issues influencing energy systems around the world. These insights help guide conversations, inform decision-making, and support actions that advance energy transitions that are faster, fairer, and more far-reaching.

Action Priorities and Critical Uncertainties

The Issues Monitor focuses on two key areas that help leaders understand where to act and where to prepare.

Action Priorities

The issues where countries and organisations are actively driving progress and accelerating their energy transition efforts.

Critical Uncertainties

The emerging issues and challenges that require greater attention, collaboration, and strategic leadership as the global energy landscape continues to evolve.

Areas of Assessment

The World Energy Issues Monitor evaluates 39 core energy transition issues across six interconnected themes: Geopolitical Issues, Economic Issues, Societal Issues, Policy and Regulatory Frameworks, Technology and Innovation, and Environment and Climate Change.

Together, these themes provide a comprehensive view of the opportunities, risks, and emerging trends shaping energy systems across the world.

A Tool for Better Decision-Making

  • Understand emerging global trends and their potential impact.
  • Identify priority areas for action and collaboration.
  • Recognise critical uncertainties that may influence future decisions.
  • Compare perspectives across countries, regions, and sectors.
  • Support more informed policy development and strategic planning.

World Energy Issues Monitor 2026

Practicing the World Energy Trilemma: Energy Transitions in 2026. In its 16th edition, the Issues Monitor gathered insights from more than 2,750 energy leaders across over 110 countries, making it one of the most comprehensive global assessments of energy transition priorities.

Rather than prescribing solutions, the Issues Monitor provides a framework for informed dialogue. By highlighting emerging trends, identifying pressure points, and uncovering opportunities for collaboration, it enables leaders to make better decisions while balancing the essential goals of energy security, energy equity, and environmental sustainability.
